For a lawn planted in mid-July, is it safe to apply preemergent this Fall, or should I wait until the Spring? If I apply in the Fall, it would be last week of September/first week in October going off of historical soil temperature in my area. I'm guessing the grass is too young.

AFtigerFan, others are more expert than I but nevertheless I say wait till Spring. Better safe than sorry. Get after things in Spring once fully established.

I had about 20 pallets of Tifway 419 Bermuda planted at the very end of May this year and I plan on doing a fall pre-emergent.

I would wait. Play the long game on this one.
