What he needs to do is build a coalition of conservative senators, and rally moderate senators to the conservative side, like Gingrich did in the House decades ago. He or some other conservative senator needs to lead a coalition of senators to fundamental conservative principles.
We have independent senators with no core guiding values that can coalesce around constitutional principles.
So Cruz is 1 of a 100 and hasn’t shown the ability, or interest, to rally senators to his conservative positions.

He has been leading the effort to get rid of McConnell for years and they actually got some momentum this year. He's got a small group on his side and a few more that are open.
The problem is McConnell has the MONSTER Super PAC and control over Committee Assignments and the like. He also likes to make examples out of people that oppose him. It's a big risk to stand up against him when a lot of GOP Senators can just be a pocket vote and get money for re-election to go with pressuring out primary challengers to go with better Committee Assignments and other favors.
McConnell is on his last legs but his cadre behind him is still going to be tough. Folks like Thune and Barasso and Cornyn and Graham and Rounds. It's the last real stand of the GOP Establishment where they have true control. Takes a long time to get rid of those guys because most have serious Seniority and are in Safe Seats. They have made progress but it is a slow process.
