Why did Ada Hutchinson not place his hand over his heart during the US Flag ceremony last

Yet this guy spends more time than Chris Christie trying to tear Trump apart. I notice FOX had Ada and Chris next to each other last night. Was it an attempt to make one look larger or smaller during the presentation?
