Bottom line, the excuse or the reason.. Its state politics. It doesn't matter who is governor, its still the same bullshite it has been since Louisiana became a state.
No one can do business in Louisiana without having to pay people off. Or having to agree to use contractors that are in some way connected to a state congressman,
Louisiana has been last in everything its good to be first in and first in everything its good to be last in as for as I can remember.
Politicians do more harm than good.
