He may be in the NFL... that currently has some requirements for uniform wear. You'll never see it in a game in the NFL.

Is the fact that Rickie is from Louisiana expected to change in that timeframe? Seems like personal piece regardless of where he ultimately finishes college. Recent commit, Caden Durham, has his Oklahoma hometown area code tattoo’ed as well fwiw
