You obviously don't understand per capita yourself. Yes, 1% more of the black population are on welfare than the white population. But are you not aware that white people are the majority in America. So that 38 percent is a larger total number of people than the 39 percent of the small number. This is basic level of understand of the concept. Why do I have to explain this to you?

This doesn’t say that 38.8% of white people are welfare recipients, and since the white population is larger, they are the majority of welfare recipients. It says that 38.8% of ALL welfare recipients are white. This is not the largest number or the majority, which are two different things.
