Rust spot in pool

Makaira Pools installed our pool in May 2022 and we have had nothing but issues since then. Both cosmetic and structural. They will not answer any of our calls, texts, or emails, so we're on our own apparently. We have overlooked or dealt with most of them, but there is a rust spot right under the water line that I cannot seem to get rid of. They sprayed the liner too thin and there is actually a piece of rebar protruding through the side and has started to discolor almost like it is rusting. Can anyone suggest a fix for this issue? Flexseal claims to work under water, but I'm sure there's a better answer.

I know there are patch kits for most of the brands out there. DiamondBrite for instance. You mix it up and squish it on underwater and it cures.

Man that sounds terrible. The amount of people who don’t stand behind their work is nuts(pool builders and Home builders).
My pool builder was great and they have taken care of any warranty work that needed to be done with no costs to me. Nothing major but LED lights that went out and a sensor on the pentair heater.

Most of the time, I would advise against using attorneys but if you are having "structural issues" and they are not addressing them then you may need to get one.
1 - I would send them a certified letter detailing the issues and the times you have attempted to contact them.
2 - If they dont respond in a timely fashion then I would get an attorney to send them a letter.
Looks like the have a Facebook and Linkedin page. I wouldn't bash them but maybe try to get in touch with them that way (maybe before you go the certified mail route).

Unless repaired properly, it will keep bleeding through. You’re going to have to chip away enough gunnite to cut out the rusting rebar, and then repair
