But you already are, by getting to hit out of short grass as opposed to longer grass between your ball and the club face.

Being rewarded for a hitting the fairway =/= a perfect lie every time. Do you count lip-outs as makes to reward yourself for hitting a good putt?

I agree with most, but obviously the course condition matters most when either playing it down everywhere vs up in the fairways and down elsewhere. But bumping in the rough is not at all real golf.
