NOAA has very strict protocols for installing and using weather stations. It's not like people just have thermometers out in a parking lot in direct sunlight. That's not to say urban heat islands haven't skewed the data to the warm side. But then again, if you have enough urban heat islands, eventually they can affect local climate and even regional climate.
