I worked for a federal law enforcement agency and can confirm this happened. We received X amount of funds to upgrade uniforms and everyone got what they need and came significantly under our X funds. I went back through the paperwork months later before we were getting audited and saw the remained money was spent on stuff like "hiking boots, rain jackets, thermal gear, camo, and etc." I never saw any of that. Come to find out... it was given to the professional staff and their family members. The money HAD to be spent to ensure they got the same amount or more for next year.

I was appalled.
