Is the the problem with all government budgets from the Federal all the way down to the local level. No matter how much money they get in a given year, it’s going to be spent no matter what so next year they can demand that much plus more. It’s a vicious cycle of perpetually growing budgets.

This is what you get when government grows to the point ours has grown. And unless we guy the “deep state”, it’s only going to keep growing.
