This assumes there's only one person involved. If there are three in on it, you have two lookouts identifying potential victims way up/down the road and advising the other when to send the child out. They would also be looking out for police traffic as well of course.

With enough publicity, loud and raucous, they might just find the people driving by at the specific time who photograph the road ahead automatically. Get the tan car id and license plate and the dude.
BUt it would take widespread publicity and the acknowledgement that something terrible happened, way way beyond an alert which (to me and many others) is somebody's missing.
Alert isn't enough. Call it a kidnapping, call it loudly.

It's at night on an interstate. No lookout is able to identify a victim traveling 70mph. Would also be hard to spot incoming patrol due to headlights
