I'd say it's not unlikely that a woman that sees an unattended toddler walking alone would stop to try and help. Women can be gullible (mind blowing I know) when it comes to helping others. A nurse who's profession is almost entirely based on helping others in need makes this scenario even more plausible.

Maybe it was a really shitty meth head parent that then didn't want to be reported and killed the woman before she could.
