The product you posted seems to be for removing calcium carbonate and maybe old mortar. The red stains from Alabama clay are iron oxide. Phosphoric acid is usually used to clean that. 1st try pressure washing with just a detergent.
As to lower brick wall, it sounds like roof runoff splatter. Mulch with straw or pine straw under dripline.
Use only a low-pressure wash on facade brick. Otherwise you can etch soft bricks and blow the mortar out.
