This is incorrect. The hcp system specifically spells out lower hcps have an advantage as an incentive to improve in the game. They made steps in 2020 to reduce this effect but it still slightly favors lower hcps.

Seems like the opposite.
In MY experience with the two leagues I belong to, higher hdcp players have more fluctuation. They are more apt to catch lightning on a specific round. In general the lower handicaps players are more consistent and do not have that outlier score.
For instance, our bottom player shot his career best 79 last month. First time breaking 80 and rarely shoots in the 80's at all. We play Stableford and he pulled a +17. Second place was +6. I would have had to shoot a 65 to pull that many points.
Handicaps are wonky.
