If it's a waiting room or something like that, seems reasonable. But if it's where medical consultations, treatments and procedures might take place, I think it's highly unlikely. But ofcourse I'm speaking with modern day ethical bias. Perhaps the Star Trek universe might have a different take on such things.

How many times in TOS did they find a dead or unconscious red shirt in a hallway, or an ambassador shoved into a Jefferies Tube? A poorly monitored Enterprise is a Star Trek staple.
