He would be my thought and plan for this. Instead of packing the district with 70-90% minorities.
Pack it 51/49 with the 49 heavy Republicans that vote regularly. The other 51 minorities who don’t typically vote. We know turnout is dismal in this country, so the district would still give the advantage to Republicans.
You could possibly get a Minority Republican to run in those districts to ease the fear that this is racial gerrymandering.
