If TTU beats OU, we'd play OU.
If OU wins, either TTU or Texas.
ETA: This assumes that the winner of the South will beat Missouri.

Nope, just allow the Cotton to have the fifth slot and take the ability away from the other four BCS games to have two bowl games (which is happening now).
With that said, you would have to let all four BCS sites have their shot at having two games for their 'double bowl year.' But once that's over, then institute the Cotton Bowl as a BCS game.
