Rugby Style Punt

With the rugby style punt where the punter runs a few steps before punting, I have a question.

When does the punter become a runner? If he starts running, can't you run into him while trying to block a punt? After all he could be trying a fake punt. Has anyone seen this?

In the AZ State game Hester (I think) nails the shite out of the punter, but he obviously didn't get the kick off before the hit, so, no roughing.

Roughing the punter or running into the kicker is a penalty that only protects the kicker while he is in the act of kicking and in a defenseless position.You can only contact him if the ball touches the ground,you hit the ball before you hit him or he passes the line of scrimmage.It doesn't matter if he runs all over the behind the line of scrimmage.
