Inspector General and Justice Dept came up with opposite decisions. Nothing new in this report. At least it is over.

Durham was able to uncover more info regarding crossfire that the IG didn't have. That is why Durham was able to cone to a different conclusion of whether there was adequate probable cause to start the investigation to begin with. There wasn't.
