That may be some of it but I think the vast majority of it is the "no harm" theory of care for mental/emotional/addiction issues. To these believers, anything which makes the person with issues more uncomfortable (like arresting a homeless addict for shitting on the sidewalk, for example) is to do harm to them.
The over-empathetic nature of this mindset creates more propagation of problems through avoidance than actually curing the issue.
