It’s not unsustainable. Teachers themselves put in 8% of their earnings and the employers have been putting around 26% of the teacher’s salary each year. A 50k a year teacher costs a school system over 80k, this is one reason the retirement is sustainable.

Louisiana is no different than every other state with pensions for teachers: they’re all massively underfunded and thus unsustainable.
