The state told me that all all of the proceeds from the casinos would be fixing Louisiana's education problems when it passed many years ago. Where did that money go?

They just moved it around. Casino dollars just replaced what was already being funded. If 100 million was budgeted before casino revenue, then when 100 million in casino revenue came in they could budget 110 million for education and spend 90 million of 100 million originally budgeted elsewhere while still not saying they did not cut the education budget.
