IMO if you want to SBR something anyway I'd probably just go the standard Form 1 route.
This is my view on it. I think they know its likely going to get shot down and now they have a big ol amnesty list of non NFA gun owners to tuck in the file with the NFA gun owners. I am already in the NFA file...I am already wanting to SBR these pistols...so why pay?

No, as I understand only the Attorney General or an ATF agent has a legal right to see your tax stamp (depending on state laws). Not sure any other LE has a legal right to ask, but if they're asking it's probably in your best interest to provide (assuming you have nothing to hide).
Now, a private range does not have a legal right to see your stamp; however, they have the right to ask you to leave if you don't comply with their rules if asked. Choose to take your business elsewhere.
