If you want to make a change, here is a suggestion.

On guided fishing trips, any fish the guide catches must be turned loose. Only allow one limit for each person that pays for the trip. No more allowing the guide to catch his limit plus a bunch more, so that the clients can take home there limit + the guides.

Most customers probably won't catch a limit, so this will have a big impact on the amount of trout each year.
