Try switching which USB port you have the dock plugged into. Some USB ports can't deliver the proper amount of power for docks or certain high draw devices.
Do the monitors have DisplayPort ports? That's how you can daisy chain them to each other *if* you have a DisplayPort output on the laptop. There are too many Elitebook models for me to be able to tell if you've got one or not.
