the CIA got some navy dive boys out of panama, planted some bombs from a new norwegian sub base, and detonated them remotely by dropping a c2 sonobouy from a P-8 a few days later

I didn't read the article but I'm assuming we had cooperation from Norway. Big question was how involved France and especially Germany were. Does the article get into that?
