I was thinking they will shut down places that are basically parting stolen cars.
They should also shut down the mayors office.

I don't think the cars are getting chopped. They mostly joy ride them around to steal other cars and they end up one of three ways 1)Parked at some hood apartments 2)Wrecked and crumpled 3) Hulking burnt pile of steel.
If they were getting chopped they would at least be recycled to a certain extent. Right now they are just getting trashed and dumped.

Ok, but was a new ordinance really necessary for this? Were they just allowing chop shops to remain open before, even though they knew they were chop shops?
