They were in the Chesapeake Bay.

U-166 GoM

Plenty of uboats up and down the east coast and GoM. There are at least 3 that I’ve seen off of the NC coast.

Several patrol reports of Uboats making their way into Charleston Harbor, up the Cape Fear River, broaching past Cape Henry in Norfolk, taking pictures of Manhattan with all of its lights lit up.

The Battle of the Atlantic is truly the battle that won the war. Without those supplies getting to England and Russia, both fronts collapse.
