Different time, gruden was brought in specifically to win a Superbowl. Payton is being brought in , in hopes that he can fix their "240 million dollar clunker at Quarterback"
Big difference, if they still had the picks they gave up for Russell maybe we get more.
But Payton was brought in because if his success with Brees alone. Precision, timing and accuracy
Now Payton is brought in to make a 34 year old quarterback the same as Brees? That tends to drive down his value
