Which sport gives the least amount of control of the outcome to officials?

golf, tennis, track & field, swimming, down hill skiing. really any timed racing event or any event measuring something (distance, weight, etc.) in any sport has very little official involvement

Team sports, hard to say. I'd say soccer probably has less than any of the other major team sports comparatively

Golf is probably the most unique in that officials aren't even there unless their assistance is requested and/or a complaint is made and they're reviewing something retroactively. Only sport I can think of where the players penalize themselves and the players self-police for the most part.
