Just based off their interactions in the show, he would have dropped her off on Bill and Frank and bolted if he had the chance. The letter, and the lack of Bill and Frank def changes his mind and only AFTER the letter does he start to allow himself to start connecting to Ellie.

Without getting into the gay stuff again, I'll disagree with this point

I haven't played the game but it should be undisputed that he cared for Tess.

With regards to Ellie, he viewed her as a job. I believe he still views her as a job. However, it's been clear that Ellie is the daughter he no longer has. If he didn't care for her, then he would have shot her and left her for dead
