I get why people feel disappointed with RoW. Imo WoK, WoR and OB are some of the best fantasy books ever written. So anything not at that level will feel worse.
RoW is opening up the rest of the Cosmere, so it has to do more world building which isn't as exciting. Also alot of people are tired of Kaladin's PTSD. However, that is very intentional by Sanderson. You can't just take a pill or decide no longer to have PTSD/depression.
Sure I agree RoW isn't as good as the first 3 books. My initial reading I'd have rate it a 7-7.5 but after a re-read I'd give it a solid 8. I remember being a bit bored by Navani's story and her experiments. After a re-read and reading on Coppermind, I have a greater appreciation of what Navani has discovered and implications for the Cosmere. Especially after reading TLM which opened up even more of the Cosmere etc.
