And the part about If you ever drive over the speed limit you have no right to complain about someone driving "slow" in the left lane" is just bizarre. Not even going to bother getting into the last paragraph you wrote. Not engaging.

You could theoretically be ticketed for driving "too slow for traffic" despite traffic exceeding the speed limit, and you driving the max legal speed.
It's quite the conundrum. Probably why neither law is enforced.
