Can congress pass resolutions without a speaker? Would that move to a vote for speaker pro tempor?

Did some research:
In 1849, congress spent 19 days electing a speaker. After 59 ballots, the house resolved the majority mechanics and voted across plurality.
Also, in 1856, congress voted 129 times until they also opted to vote plurally rather than majority.
