I would define this. Municipalities are starting to cut down on this as they are getting out of control. Getting a "golf cart" registered is not that difficult but takes work and you have to have insurance to get a license plate. But some carts are going to take almost $1000 in upgrades to get that done.

Outside of that really any cart will do what you want its fairly simple to put bigger tires on them.
