If you are talking about a portable generator on wheels, than it's basically just an air cooled gas engine. It needs airflow. You can put a tarp over it, but I'd keep it off the generator itself.
I've just left mine in the rain. The gas tank covers the intake and exhaust and the air-cooled motor generally burns off any rain. If it was pouring I'd probably just put a tarp over it though.
