Yes. They are saying the energy used by lasers to produce the fusion reaction is less than the fusion reaction energy output.

The thing that these small scale theoretical fusion reactions do not have compared to the sun is mass and therefore gravity. Mass and by direct correlation gravity is what keeps the sun's fusion reaction going.
