Hopefully via something like inspection fees for vehicles, or some sort of sales tax at EV stations.
Though I have a feeling there will be some sort of class warfare debate with some Democrats suggesting higher state income tax rates.

It would be the same as taxing a gallon of gasoline just tax the charger by the kilowatt hour.
