For what? I’ve seen way worse taunting and unsportsmanlike conduct that wasn’t called. The horns down gesture is more of a taunting penalty than what Carter did. Also football has been big on not being too rough on QBs, especially when the play is pretty much over with. That could have very well been at the back of his mind as well. Never know what the refs will call when you mindlessly slam a QB to the ground.

I've seen things not called that should be called too, but he did hold him up for no reason way longer than he had to and did the #1 thing with his finger while holding him up to bring even more attention to it. It was taunting.

Per the NCAA rulebook, players can’t do things that “provoke ill will or are demeaning to an opponent, to game officials or to the image of the game,” including but not limited to:

(b) Taunting, baiting or ridiculing an opponent verbally.

(c) Inciting an opponent or spectators in any other way, such as simulating the firing of a weapon or placing a hand by the ear to request recognition.

(d) Any delayed, excessive, prolonged or choreographed act by which a player (or players) attempts to focus attention upon himself (or themselves).

(e) An unopposed ball carrier obviously altering stride as he approaches the opponent’s goal line or diving into the end zone.
