If I understand you correctly, you think people are appointed then. It’s easier to appoint as u say if it’s one vote/ one person. It’s harder to disguise the appointing if twenty votes/ one person. It makes the cheating that much more obvious and in return those that didn’t realize it, soon start to see the corruption. But, something tells me, u already knew this.
