He HAD three options at various times. In that picture Jenkins is not open anymore. He was probably open a second earlier. In other words, if the ball was arriving in that picture he was open, otherwise, too late. Nabors is still open, but the ball should have been released already, and 27 is the most open, assuming there is no defender just outside the frame.
