Minimum wage should be whatever wage rate two people agree to in exchange for labor.
In order to pay for housing, people need to be able to provide a quality of labor that is worth the specified rate. So you cannot start with a wage rate. You have to start with developing the skills and knowledge in order to earn the purchasing power to obtain much larger goals.
Poor people are poor because of poor choices. Enabling people to earn a livable wage depends on influencing their environment in a way that leads to better choices.
This is difficult when they embrace a self destructive culture.

I think you should look up some economist. Minimum wage is a terrible idea.

I also counter that "Drug Abuse" is only a problem due to the illegality.
A Federal District Judge, in a failed attempt to force rescheduling pot case, ruled that not only is pot safer than potatoes (the green on taters is strychnine, a poison and even water intoxication can kill you, but it is only theoretical that pot consumption can kill, all attempts to actually kill animals with pot have failed.) the judge found that the addiction rate in 1900 was the same as the time of the trial between DEA and reform group, roughly 3%. That was in the late 1980's to mid 90's. Almost 100 years and a vast amount of legislative efforts as well as manpower and money wasted as the rate of addiction was unchanged then as it is now.
Of course nowadays we have loads more population so 3% of maybe 1 million people in 1900 is vastly different absolute numbers than the 3% of the 300 million Americans today. But, it is still just 3%. 97% of Americans are impeded legally due to the vast minority 3%. A blatant power grab that we've suffered under for 50 years now with militarized police for the said 3% ... and they fail at that!

Ok, then you read Basic Economics by Thomas Sowell.
He started out as a Marxist. Then he got hit by facts and had to adapt his views to fit the realities of life and human nature.
