Wouldn't it be pretty easy to stop this? I mean, wouldn't a simple handheld metal detector wand waved over each fish turned in be a solution?

People also stuff them with ice cubes, and in this case, in addition to the lead, they had stuffed them with other fish fillets. MEtal detectors no good.

Regarding fileting them, the vast majority of the bass tournaments are catch and release. If you bring in a dead fish, it doesn't count.
