Why doesn't someone catch a fish, take it home, raise it to be a giant and just act like they caught it that day?

Happens all the time. That's why they check competitor's boats so thoroughly at the boat ramp.
Cheaters get around that by building pens out on the lake the tournament is held and put giant fish in there a day or two prior.
