Those 15 were denied visas just prior to & following the bombing of the Khobar Tower in 1996. While serving as CIA Station Chief in Riyadh, John Brennan was unofficially fast-tracking visas in '99, I believe, & the "hijackers" were amongst the group of lucky winners.

There's enough evidence of this being an inside job to bring down a 4th building w/o a plane, a fire,
or strategically placed explosives.
