Bandit, you are correct in observing that some sort of Prime Directive would never have worked. Once contact was established, ongoing contact was a given.
The question is really whether that ongoing contact could have been better handled.
Would it have been possible to have something looking less like exploitation, genocide and enslavement and more like the Marshall Plan? I honestly do not know. Without the profits to be made from exploitation, would anyone have invested in an uplift program?
