Yeah I guess it can’t be done, but we can walk on the moon. I’m guessing Trump underestimated them, he probably didn’t think the whole agency was rotten to the core with beta bitches, muh rank and file. Like most of us, Trump wanted to think that there was some saving grace and integrity within the Government.
