Yes. Uptown and Garden District are full of white liberals who voted for her -- twice.
A very under publicized fact is the amount of blue state transplants who have moved to Orleans Parish in the last five to ten years. Electing someone like Latoya reminds them of home.

The rich white folks uptown for the most part have largely given up on the mayors office.....so they really don't care.
Latoya is reaping the legacy of Mitch Landrieu's incompetence . He signed the consent decree that actually takes a lot of the power out of the hands of locals to staff and operate the NOPD. essentially any increase in numbers beyond 1500 members had to be approved. Any pay increases had to be approved.
It's a shitshow overall.
