I don't really think it's all that confusing. They threw some unnecessary verbiage in there, but the question basically boils down to...

"Should elected representatives and senators be permitted to pass laws regarding abortion as long as they comply with the constitution of the United States."

How someone who claims to have made it through law school can't interpret that is the confusing part.

Is a ballot invalid because of a typographical error? IMO it should be.

Yes because it would allow abortion to happen in cases of rape, incest, or when the life of the mother is threatened. The question is legalese but it's simple to parse out what the question is.
